<h4>As a county commissioner, I worked relentlessly to create shelter and housing and services for people experiencing homelessness; to secure living wages for frontline workers; and for cleaner air, and safer, connected communities. </h4><h4>I brought people together to work across their differences and tackle hard issues.</h4>

Our Campaign’s Top Issues

Everyone deserves a home. Housing is a fundamental human right that underpins our health, economic stability, educational outcomes, and social mobility. Without access to safe, stable, affordable housing, everything else falls apart.&nbsp; Several decades ago, the federal government was actually a big partner in keeping people housed with rental vouchers and low-income housing. Unfortunately, beginning with the Reagan administration, the federal government has disinvested from the work of housing people. Meanwhile, we’ve seen the need for these services balloon due to rising rents, stagnating wages, and income inequality.&nbsp; Public housing has been demolished or is in unacceptable condition due to lack of maintenance, and the waiting list for federal vouchers is sometimes two, five, or even ten years long - unacceptable if you’re about to be evicted.Under Governor Kotek’s leadership, Oregon has recently committed significant amounts of money to help build housing - but it will not be enough to meet the need. Susheela will fight to place housing back on the federal agenda, as well for investments in homeless services. She will advocate for: <ul><li>A Green New Deal for public housing - dramatically increasing our stock of public affordable housing with climate-friendly, resilient buildings</li><li>Investing in affordable housing preservation programs</li><li>Reforming low income housing tax credit programs to reduce cost and speed processes</li><li>Expanding voucher programs to support all who need long-term rent assistance</li><li>Investments in grants and loans to help first-time homebuyers with their down payments - and let’s crack down on Wall Street abuses that allow firms to buy up and hold real estate and impose predatory loan terms.&nbsp;</li><li>Specific home-ownership programs targeted to people who lost their housing as the result of racist zoning, transportation, or other government policies</li><li>Investments in shelter, transitional and recovery housing, and supportive services to help people move into and stay in housing</li><li>Funding for eviction defense</li></ul>

Housing and Homelessness

Our healthcare system is broken, and puts profits and corporations above people. We need to replace it, not tinker at the edges. In the richest country in the world, medical debt is the leading cause of bankruptcy because costs are too high. And our health outcomes are much worse than those of comparably developed countries.As a County Commissioner, Susheela fought for equitable access to healthcare for everyone. Susheela knows that we need to press for bold, progressive solutions to the problems facing our nation. That's why she will work for Medicare for All - a universal, single-payer healthcare system - to ensure that every American has access to high-quality health care no matter their ability to pay, and end the influence of corporate, for- profit insurance companies in our healthcare system. Medicare for All will save our economy billions of dollars, will reduce costs for average Americans, and will result in better healthcare for everyone. And while we work to pass Medicare for All, Susheela will fight for lower costs for lifesaving medicines, greater transparency in billing, prevent giant healthcare companies from taking over more and more of the system, and advocate for investments in community health centers. Finally, she will push for federal investments in behavioral health infrastructure. Mental health and addiction are essential health care, and should be treated and reimbursed the same as physical health care. The federal government must help create a robust behavioral health workforce, and invest in the physical infrastructure necessary to provide these essential services.

Medicare for All

“I know how important protecting a woman's right to choose is because when I needed to, I was able to make the choice to have an abortion. Since then, I’ve worked to expand reproductive freedom, helping our local Planned Parenthood become the first in the country to offer medication abortion. In Congress, I will always stand up to Republicans' extreme attempts to ban abortion.”&nbsp; – Susheela&nbsp;Susheela has been out front on abortion, and has shared her own abortion story in order to advocate for the essential freedom to make our own reproductive choices. She believes that abortion care is healthcare, and that politicians shouldn’t have any say in the deeply personal decision about whether and when to become a parent.&nbsp; In the face of extreme Republican politicians and judges pushing extreme abortion bans and restrictions to critical reproductive care like IVF, she will be a staunch advocate for a person’s right to make their own health care decisions, and will fight for nationwide rights and access to reproductive care.

Reproductive Rights

Right now, our economy works for the wealthy few and corporations at the expense of the middle class and poor. Corporate tax breaks, unregulated Wall Street and Big Tech companies, handouts to corporate polluters, and underfunded social services have only reinforced the deep systemic inequalities that we face as a nation. Economic growth has left behind marginalized communities and it’s time we center everyday people in our economic policies.Susheela is committed to working towards a vision where families in America can not only survive, but thrive.In Congress, Susheela will fight to:&nbsp;<ul><li>End corporate tax loopholes and ensure the richest Americans pay their fair share</li><li>Protect the right to organize, and ensure a living wage for all workers</li><li>Expand and make permanent the Child Tax Credit so that families have the financial support they need to raise their children without undue hardship</li><li>Provide universal childcare, so that working parents can take care of their kids; and long term care support, so that we can take care of our elders</li><li>Pass universal paid family leave</li><li>Enforce antitrust laws and other regulations to ensure that big corporations aren’t taking advantage of everyday Americans</li></ul>

Shared Prosperity

As an immigrant herself, Susheela knows the immense contributions immigrants make to this country - economically, culturally, and socially. She believes we must create an immigration system that puts fairness, opportunity, and the dignity of immigrants and asylum seekers at the center of any reform.&nbsp; This means ending the practice of separating families permanently, ensuring Dreamers can seek citizenship without penalty, and expanding the pathways to legal immigration. We should also resource our immigration system so that families are not stuck in years of limbo while waiting for permission to work. It makes no sense that we prohibit asylum seekers and other immigrants from working while at the same time we’re experiencing a workforce shortage. And we need to create and fund efficient, fair, and humane border processes that enforce our laws while providing justice and dignity to those seeking to enter.&nbsp;As a county commissioner, Susheela led efforts to support asylum seekers who are coming to Oregon in search of a better life. She secured state funds to support a limited number of families, but knows we need much more - we need a comprehensive, coordinated system of support among various levels of government, nonprofits, and grassroots volunteers. As a Congresswoman, Susheela will work to convene state and local partners to create that system of support.Immigration is a crisis if we allow it to become one. But in truth, it’s an opportunity - one that Susheela will work to realize.

As an immigrant myself, I know the immense contributions immigrants make to this country - economically, culturally, and socially. We must create an immigration system that puts fairness, opportunity, and the dignity of immigrants and asylum seekers at the center of any reform.&nbsp;

Creating A Just &amp; Humane Immigration System

"I was born in India, and came to the US to go to college when I was 16. My parents didn’t have a lot of money. But what they wanted, more than anything, was for us - me and my sister - to be independent.&nbsp; They believed that an American education was the key to achieving that. It was a huge sacrifice. Not only did they use up what little savings they had, but it meant that they are now growing old without us, in India. Their sacrifice, and the desire to pay it forward, drives me."&nbsp; – SusheelaBecause of her parents sacrifice, and because of the commitment from educators and those who support them to my personal growth, Susheela went on to complete college and law school.&nbsp; As a parent of two graduates of Portland Public Schools, Susheela is all too aware that our classrooms have been under-resourced for far too long and our students deserve better. She believes we need to pay teachers what they are worth and commensurate with the job we’re asking them to do: mold the next generation. While K-12 school funding is primarily a state responsibility, the federal government has a critical role to play in ensuring that every child receives the education they deserve. In Congress, Susheela will push for: <ul><li>Federal resources to stabilize school budgets during economic downturns Increased funding for school meals - hungry children cannot learn</li><li>Meeting our commitment to fund the Individuals With Disabilities Education Act - the federal government is supposed to pay for 40% of these costs, but never has</li><li>Civil rights laws that assure a safe, welcoming environment for all children</li><li>Investment in community schools that not only provide kids with an excellent education, but also serve as community hubs, providing parents and families with wrap-around supports</li></ul>Susheela also believes that Oregonians should be able to go to a public university or college and graduate debt-free, and those who have student loan debt now should have that forgiven. We absolutely need to do more to help make college more affordable. And we also need to fund job training and apprenticeships, and other pathways to good paying jobs, because college isn’t the only route to the middle class.

Education

Climate change is both an existential threat and an enormous opportunity. It’s a threat because if we don’t address it, we’re leaving our children a planet that’s literally on fire. And it’s an opportunity because if we do it right, we can get to zero emissions while creating millions of high-quality and sustainable union clean energy jobs, and invest in economic opportunity for communities that have been left out and left behind. We need to prioritize policies and investments that create the greatest impact on climate change, that can be accomplished relatively quickly, and will improve peoples’ daily lives. The most impactful thing we can do is phase out fossil fuel use and development as quickly as possible. We all know that burning fossil fuels is by far the biggest contributor to emissions. And it also has a daily impact on peoples’ health - globally, eight to nine million people a year are dying from the effects of air pollution.&nbsp; But we’re moving in the wrong direction on fossil fuel production. The US is now the biggest producer of oil in the world - we’ve overtaken Saudi Arabia. If we don’t reverse this trend, we will wipe out the advances we’ve made in recent years, such as with the Inflation Reduction Act.&nbsp; We must absolutely phase out our reliance on fossil fuels, and move toward a green, renewable energy future as quickly as possible. Susheela will prioritize: <ul><li>Reducing our reliance on fossil fuels through policies such as carbon pricing; resisting the development of new fossil fuel infrastructure; and holding Big Oil accountable for the impacts of climate change</li><li>Investments in renewable energy infrastructure and large scale mitigation and resiliency projects, with mandates that ensure the creation of good union jobs&nbsp;</li><li>Policies and funding that incentivize emission reduction and energy efficiency upgrades in existing buildings and infrastructure</li><li>Additional greenhouse gas reduction strategies such as preventing deforestation and stopping methane leaks</li><li>Policies that focus on reducing emissions in the industrial and agricultural sectors, which have not yet been addressed at a significant scale</li><li>Investments that create resilience for communities on the front line of climate change - neighborhood level investments such as resilience hubs, tree planting, and home efficiency upgrades </li></ul>And in all of that work, Susheela will center the communities that are being most impacted, so that we’re creating climate justice as we’re addressing climate change

A Green New Deal

The health of our democracy is the most important thing we have. Without it, nothing else works. MAGA Republicans are attacking our country at its very core, questioning the validity of our elections, taking us backward on voting rights, and attacking the institutions that protect and preserve our democracy.&nbsp; And our fundamental civil rights are under attack by these same MAGA Republicans, whether it be their relentless assault on voting rights, a dangerous anti-science LGBTQI+ agenda that puts the lives of trans kids and same-sex marriages at risk, telling women what to do with their bodies, giving corporations more rights than people in our campaign finance systems, or banning books in our libraries.&nbsp;Susheela is committed to fighting for equal rights for each and every Oregonian. On voting rights, Oregon has led, and the nation can follow its example: she will advocate for nationwide automatic voter registration and vote by mail. Susheela will also support the John Lewis Voting Rights act and push for restoring Voting Rights Act protections that have been weakened by the Supreme Court.&nbsp;There’s a reason Congress has failed to pass policies a majority of Americans support, like sensible gun laws and Medicare for All. It’s because of money in politics. Corporations are not people and should not be able to interfere in elections; and no one should be able to contribute unlimited amounts of money to buy the candidates of their choice. Susheela will press for a constitutional amendment to allow Congress to enact fair, sensible campaign finance reform, including caps on all political contributions.We also need to bring back a culture that prioritizes civic understanding and engagement, particularly in young people. Susheela believes we need to strengthen civic education throughout our education system, and fund a national service program that builds on programs like AmeriCorps and the recently launched American Climate Corps. Creating an expectation that young people serve their country and community will build shared commitment to creating thriving communities, as well as providing valuable skills and experiences.Susheela is the only candidate who has pledged not to accept corporate donations.In Congress, she'll push to reverse the Citizens United decision, to cap contributions to Political Action Committees, and to increase transparency by enforcing the campaign finance laws that are already on the books.

Democracy &amp; Civil Rights

LGBTQI+ people are under attack across the country, with many of these bills targeting transgender youth. This is literally life-threatening, by preventing trans youth from receiving necessary health care. As a parent of a queer person and having another loved one who is trans, it’s devastating - and Susheela can see first hand the damage these policies can do to physical and mental health. It is dangerous and discriminatory. We need to trust science, trust doctors, and trust parents to do what’s best for their kids and families. I will fight for access to gender-affirming care, as well as for equal footing on reproductive care for LGBTQI+ folks

Supporting LGBTQI+ Rights

Veterans are owed the greatest gratitude that we can give, and Republicans have been pushing to undermine the VA, privatizing the health care of millions of veterans, and cutting services. Susheela will fight any attempt to cut services for veterans in order to line the pockets of their special interest corporate contributors.&nbsp; Veterans and active duty military are also targeted by action against predatory mortgage and payday lenders saddling veterans with overpriced, cash-out mortgages and loans that must be further regulated.&nbsp;

Veterans are owed the greatest gratitude that we can give, and Republicans have been pushing to undermine the VA, privatizing the health care of millions of veterans, and cutting services. I’ll fight any attempt to cut services for veterans.

Veterans

As we push for Medicare for All in the long term, Susheela believe we should make changes to Medicare to help older Americans get the care they need in the short term. She supports expanding the program to cover vision and hearing services, lowering the eligibility age to 50, and empowering Medicare to negotiate the prices of all prescription drugs.&nbsp;Social Security and Medicare are promises to our seniors, and Susheela will never vote for any policy that would undermine or diminish the promise of these benefits that seniors have earned and paid into all their lives. Susheela will fight any Republican attempt to do so.

As we push for Medicare for All in the long term, we should make changes to Medicare to help older Americans get the care they need in the short term.

Aging With Dignity

"I have worked with neighborhoods, District Attorneys, and community leaders and organizations to develop community- led strategies to improve public safety, securing a $2 million federal grant to support community efforts to create safe neighborhoods. And I have been recognized for my leadership in&nbsp; supporting survivors of domestic violence and sex trafficking." – Susheela Community safety is about getting guns off our streets, investing in solutions to the root causes of crime and violence, and co-creating community-based programs that address mental health services, invest in domestic violence prevention, and reinvest in communities that have been under-resourced.&nbsp; In Congress, Susheela will continue the work she has done at the county level and push for investments in violence prevention programs, social services,&nbsp; interventions that prevent crime from happening in the first place, or provide alternative responses to situations that aren’t best addressed by police.&nbsp; Susheela will also fight for common sense gun regulations, including universal background checks on all gun sales to prevent them from falling into the hands of criminals or the mentally disturbed, red flag laws, and banning military-style assault weapons and magazines. It’s unacceptable that the gun industry is shielded from judicial accountability, and victims should be able to use our courts to hold gun manufacturers accountable. In Congress, Susheela would push for and vote to repeal the law, pushed by the NRA, that gives them this protection.

In Congress, I’ll continue the work I’ve done at the county level and push for investments in violence prevention programs, social services,&nbsp; interventions that prevent crime from happening in the first place, or provide alternative responses to situations that aren’t best addressed by police.&nbsp;

Public Safety

“I called for a ceasefire in November - and have continued to speak about it during public forums, events, and in conversations with voters and donors.&nbsp; The Netanyahu government’s response - bombing civilians in schools, refugee camps, and hospitals; denying food, water, medical care; bombing evacuation routes - this is not an acceptable response, and it has led to a horrific humanitarian catastrophe. We as an international community - as a human community - have to understand a continued escalation along these lines is NOT going to lead to peace and security for anyone, Israeli or Palestinian. We need an end to the violence, as soon as possible, and we need to allow humanitarian aid in.” –&nbsp;Susheela&nbsp;Oregon’s Third Congressional District is the most diverse district in our state.&nbsp; Susheela approaches foreign policy with a world view created by growing up in India, Indonesia and Singapore - all multi-cultural, multi-religious societies. She believes that the United States has a crucial role to play in spreading democratic values worldwide, and in creating the conditions for peace and security across the globe.&nbsp;&nbsp; In Congress, she will bring these values and experiences to bear on her work on foreign policy. And she has brought them to bear on one of the most prominent foreign policy issues of this moment - the October 7 attack by Hamas, and the Netanyahu government’s response.She has condemned the Hamas attack as terrorism, called for the release of hostages, and supports Israel’s right to defend itself. But she has also consistently spoken out against the Netanyahu’ government’s response, and is the only candidate who has consistently called for a sustained ceasefire in&nbsp; Gaza, to protect civilians and put the region on a path to lasting peace and stability for Israelis and Palestinians alike.
